Die ILFA (Internationale Vereinigung bibliothekarischer Verbände und Einrichtungen) hat gemeinsam mit De Gruyter den mit 500 Euro dotierten "IFLA Green Library Award" vergeben. Unter den 35 Bewerbungen u.a. aus Indien, der Ukraine, Serbien, China, den USA und Kolumbien setzte sich die Stadtbibliothek aus Bad Oldesloe mit „Ernte deine Stadt“ durch. „Das Projekt überzeugte dadurch, dass es sowohl das Bekenntnis der Bibliothek zur umweltbewussten Nachhaltigkeit belegt als auch die Aufgabe der Bibliothek aufzeigt, soziale Verantwortung zu übernehmen, in dem die Bibliothek Umweltbewusstsein bei ihren Nutzern und Bürgern stärkt.“ (Zitat: ILFA Deutschland).

Liebe Kolleginnen und Kollegen,

am 29. November 2018 sind 24 Jahre seit der Ratifizierung des IFLA/UNESCO Public Library Manifests <https://www.ifla.org/DE/publications/node/8768> im Jahr 1994 vergangen. Im Hinblick auf das 25-jährige Bestehen im Jahr 2019 werden Öffentliche Bibliotheken und Bibliothekar*innen weltweit gebeten, darüber nachzudenken, inwiefern das Manifest ihre Arbeit und ihre Vorstellung von Bibliothek widerspiegelt, und dies in sozialen Medien zu kommunizieren. Insbesondere wünschen wir uns am Donnerstag, den 29. November 2018, eine konzentrierte Social-Media-Kampagne, die den Beginn der Vorbereitungen zum 25-jährigen Jubiläum markiert.


Warum ist das Manifest wichtig?

Das Manifest proklamiert den Glauben der UNESCO an die Öffentliche Bibliothek als lebendige Kraft für Bildung, Kultur und Information und als wesentlichen Faktor für die Förderung von Frieden und geistigem Wohlstand. Es benennt die Öffentliche Bibliothek als zentral für die Freiheit und Gerechtigkeit in Bezug auf den Zugang aller Menschen zu Wissen und Informationen.

IFLA: Beitrag der Bibliotheken zur Umsetzung der Agenda 2030 der UN==

Im September 2015 verabschiedeten die Mitgliedstaaten der Vereinten Nationen die Agenda 2030 für nachhaltige Entwicklung.

Auch Bibliotheken spielen eine wesentliche Rolle bei der Erfüllung der Ziele für eine nachhaltige Entwicklung. Zur Unterstützung der politischen Arbeit hat die IFLA eine Broschüre "Das Recht auf Zugang zu Informationen und Chancen für alle" sowie ein Handout "Die Ziele für nachhaltige Entwicklung der Vereinten Nationen" von Beispielen und Empfehlungen für die Politik veröffentlicht, die den Beitrag der Bibliotheken an den UN-Nachhaltigkeitsziele (SDG) demonstriert.

IFLA: Library Map of the World

Beim IFLA Weltkongress wurde am 21.08.2017 die interaktive Weltkarte „Library Map of the World“ online gestellt. Über 1,8 Millionen Bibliotheken haben sich mit ihren Daten an der Karte beteiligt. Der Darstellung kann man Informationen über die Anzahl der Bibliotheken in einem Land, Bibliothekspersonal, Ausleihen und Nutzer entnehmen.

In 2019, IFLA is seeking applications to present a poster during IFLA WLIC in Athens. Successful applications will:

·Present a new idea/service/programme or application of technology that has a clear relationship to the theme of WLIC (/Libraries: Dialogue for change/); or to the specific Sustainable Development Goals <https://www.un.org/sustainabledevelopment/sustainable-development-goals/> (SDGs) being reported on by countries in 2019.

Enhancing the Debate on Open Access

A joint statement by the International Federation of Library Associations and Institutions and the International Publishers Association

The debate about open access in scholarly communication is an important opportunity for the international library and publishing communities to explore how technology and new business models can resolve the challenge of growing scholarly publishing output which puts pressure on publisher prices and library resources. IFLA and IPA welcome the widespread attention this extremely important issue has received. The debate has, however, occasionally been harmed by unnecessary polarisations and sweeping generalised statements.

IFLA and IPA believe that the time is right for the debate to develop, as hypotheses and speculation can gradually be enhanced by case-by-case experience and empirical data. The debate should be conducted in an open-minded way, encouraging experimentation and arguments based on empirical facts and following the principles of academic discourse.

IFLA and IPA share a common set of basic understandings and believe that the observance of the shared ground as set out below would enhance the overall debate.

1. IFLA and IPA value the contribution to scholarly communication that publishers and libraries have made and believe that mutual respect is important to enhance the quality of the public discourse on open access.

2. IFLA and IPA recognise that the concerns of academic authors must be at the heart of this debate - their scientific freedom, and their needs as researchers, teachers, authors, reviewers and users are paramount.

3. IFLA and IPA acknowledge that the broadest possible access to scholarly communications is an important shared objective and that potential access to all research by all researchers, irrespective of geographical location or institutional affiliation is a shared aspiration of libraries and publishers.

4. All assumptions surrounding open access and scholarly communications should be open to scientific scrutiny and academic debate. All stakeholders are encouraged to innovate, experiment and explore the new opportunities that technology brings.

5. IFLA and IPA recognise that access must be sustainable, i.e. that economic long-term viability and long-term archiving are important elements of this debate.

6. IFLA and IPA agree that the debate is most effective if it recognises the potential diversity of scholarly communication in different academic disciplines and different types of publications, e.g, research journals, review journals, monographs, text books, etc. IFLA and IPA support a debate that avoids general conclusions for all scholarly communication but gives a closer, differentiated focus on the potentially very different framework in various academic disciplines and types of publications.

7. Equally, scholarly publishers and their specific roles and functions can vary greatly. Scholarly publishing includes publishers with a variety of commercial and non-commercial affiliations and interests, outside and within the research community.

8. IFLA and IPA believe publishers, librarians, government and funding agencies should at this stage support innovation, experimentation and pilot schemes on access to scholarly publications. Pilot schemes should be accompanied by vigorous research and analysis that enables evaluation against measurable targets, that reflect the chief concerns of academic authors (as set out in Point 2), as the basis for an enriched, fact-oriented debate. As part of investigating the feasibility of open access, studies should also explore such matters as impact, transparency and economic models. Data should be shared openly among stakeholders or disclosed to allow open scrutiny. The results from these studies should provide better insight into the processes surrounding open access.

IFLA World Report 2010

IFLA is pleased to announce the launch of its brand new World Report <http://ifla-world-report.org/> . For the first time, the World Report is being made available online in a fully searchable database, complete with graphical map interface. By clicking on a country's marker, you can either select "View individual report" if you would like to view a single country's report or "Add to report list" in order to view multiple countries in one report. The report includes questions on: · Internet access in libraries

      ·         Copyright       ·         Library initiatives for providing information to different

categories of citizens (such as senior citizens, women, the disabled and visually impaired) · The role of libraries in universal primary education and environmental sustainability · And much more!


The report has been developed by a team at the University of Pretoria led by Professor Theo Bothma and contains details of the library environment in 122 countries. Users have the possibility to add comments to the report as a whole or to individual country reports. The analysis of the data shows on one hand that there are still many countries where violations of intellectual freedom occur - such incidents were reported in 109 of the 122 countries- and on the other that there are many positive aspects where individual libraries have implemented innovative projects to improve access to information.

Wozu man im digitalen Zeitalter noch Bibliotheken braucht, ist, wie Sie gern sagen, „die dümmste aller Journalistenfragen“. Trotzdem: Die Online-Publikationen könnte doch jeder auch zu Hause am eigenen Laptop lesen, oder?

Was denken Sie, wer dafür sorgt, dass sie zugänglich sind? Wir! Die Bibliotheken lizenzieren die E-Medien und kümmern sich um die Metadaten, so dass die Artikel überhaupt auffindbar sind. Außerdem unterstützen wir die Forscher beim Publizieren. Das sind für uns hochspannende neue Geschäftsfelder. In den 2000er-Jahren hatten wir so gut wie keinen Kontakt mehr zu Naturwissenschaftlern. Die haben sich die elektronischen Texte in der Tat an den eigenen Schreibtisch geholt und wussten oft nicht einmal, dass wir ihnen die Datenbanken zur Verfügung stellen. Heute geben wir 60 Prozent des Etats für Neuerwerbungen für E-Medien aus, und trotzdem kommen die Naturforscher zu uns. Nicht zuletzt stehen sie in engem Kontakt zu unserem Open-Science-Office, wo man sich gut mit Open-Access-Publikationen auskennt. Wir sagen ihnen, wo sie ihre Texte veröffentlichen können, ohne Gefahr zu laufen, auf einer zweifelhaften Plattform zu landen. Wir haben da sehr professionell agierende Kolleginnen und Kollegen und verwalten auch den Publikationsfonds der Deutschen Forschungsgemeinschaft.
